Navigating Federal and California Environmental and Sustainability Policy in the Trump Era

CAN members are welcome to join us for our next CAN-Virtual with Gary Lucks, an environmental policy expert, where he will unpack recent and evolving federal legislative and regulatory developments and key court opinions, including theenvironmental, sustainability, and climate policy implications of Project 2025, Executive Orders, and regulatory enforcement trends.  Among other developments, Gary will cover California’s policy legislative response and the status of NGO and State Attorney's General litigation. He will include an analysis of the implications to businesses and government from the rollback of the Inflation Reduction Act (IRA) and green infrastructure funds to the states, as well as the impact of the recent Supreme Court’s decision overruling the Chevron deference doctrine. Gary will also explore how some companies are navigating the highly charged political environment to advocate for strong U.S. environmental policy that benefits businesses, communities, and consumers, thereby building resilience, brand trust, and long-term shareholder value.

Mr. Gary Lucks, JD, CPEA, is a partner at Bay Law Group. He has deep expertise in environmental, health, and safety (EHS) law, legislative affairs, and sustainability strategy. He has four decades of experience advising Fortune 500 clients in most industry sectors. He is a licensed attorney, a scientist, and a Certified Professional Environmental Auditor (CPEA) specializing in environmental compliance counseling, environmental auditing, environmental management systems (EMS), permitting, and training. He has completed or overseen close to 500 major EHS compliance and EMS conformity audits across the country and overseas, and has written environmental policy briefing papers for California State and Federal elected officials. In addition, Gary authored a practical guide to environmental law and has taught environmental law, policy, and sustainability for over 30 years. He serves on the California Lawyers’ Association Environmental Law Section’s Executive Committee, environmental legislation, sustainability, and education committees. He also served as an Advisor to the Bay Area Air Quality Management District and co-founded the Sustainable Earth Initiative, a nonprofit dedicated to helping public agencies improve environmental performance and advance sustainability initiatives.
